If a second-hand (used) iOS device has been 'Activation locked' then only the previous owner can unlock it, either by providing you with the account ID and password, or by removing it from his list of devices (as he should have done before selling it) - please see http://support.apple.com/kb/ts4515
If you are unable to contact him to do this then I'm afraid you will not be able to use the device - there is no other way of unlocking it at all. Apple cannot unlock it for you. There is no way of finding the original ID or the identity of the owner.
You should if possible return it to wherever you bought it and ask for a refund as in this event the device is completely useless.
This is my own iPad. I have removed the iPad from my devices in Find My iPhone but when I use my current (correct) apple id password on the activation lock screen, I receive a message "Incorrect apple id 'myemail.com' cannot be used to unlock this iPad."
The Activation Lock screen will show a partial ID - this is what the lock was set with. Is it an older ID of yours? If so go to http://appleid.apple.com and click 'Find your Apple ID' to start the process of trying to identify it. If this still doesn't work, and provided that you bought it new in the first place, take it to a physical Apple Store (not an Apple-authorised retailer or service centre) together with the original purchase documents (make an appointment).
Or did you buy the iPad second-hand? Alternatively was it set up in the shop for you (this happens from time to time and it's a really bad idea for obvious reasons). In either of these cases if you can't contact the person who set it up you are stuck.
